This leads her to the conclusion that the Okonogi Gardeners are a fake company, and are a part of the village conspiracy to make people disappear, when in reality Okonogi just accidentally gave Chie an old number. Tetsurou Okonogi is the chief of the Okonogi Gardeners, a landscaping company that frequently does odd jobs for the Hinamizawa Branch School. He is shown to be a friendly old man with a thick Hinamizawan accent and is often seen talking with Rumiko Chie.

In reality, the landscaping company is just a front set up by "Tokyo", and he is actually the leader of the Mountain Dogs. They work closely with the Irie Clinic and perform various duties for them.

Okonogi's name was revealed in Minagoroshi. His sprite was first seen in Matsuribayashi.
