Primavera (プリマヴェーラ Purimavēra) is a nightclub in City 23 that was formed out of an alliance by several factions of ladies of the night. The leader and Madam, Rose Haibara, starts using Primavera's resources to help Japanese people rebuild their lives and retain their culture in post-WWII Japan. In the process, Primavera becomes a mafia organization and in the future of 2012 becomes a nationalist group.
