Kuraudo Ooishi wakes up from his nap at the Okinomiya Police Department. He cleans up after himself and considers quitting smoking, but thinks maybe the urges will make him unable to sleep. Ooishi imagines himself working in a dirt field. He's scheduled to leave next week but hasn't thought much of it, wondering what his mother's area looks like now. She said they were planning to build a large airport.
Ooishi thinks about how blessed he is at being born with a strong body and musing that divine punishment is given to those who disobey their parents. The phrase "divine punishment" rolls around in his mind as he eyes a set of files on his desk: the series of mysterious deaths and disappearances in Hinamizawa.
Hinamizawa was officially known as the Hinamizawa district of Shishibone City, being a village of 2000 people. The Three Families ruled over the place, and for years the villagers had faith in Oyashiro-sama and his curse. All of it was now gone, the story of which was told within these files.
Ooishi finishes reading the last case in the file, realizing that he's been reading them all night. He laments the number of lives lost, and how his comrade Kumagai died when he went to Hinamizawa on the day the disaster happened. Kumagai defied orders from the higher-ups to investigate something Ooishi wanted to do, and the old detective was blaming himself for it.
This was Ooishi's last day as a detective, and he had nothing to show for it. Ooishi packs up his files and prepares to take a shower when he gets a call from an outside line. The officer on the other end says a man named Akasaka wants to talk, and Ooishi remembers that they met several years ago. Ooishi asks to patch him through and he and Akasaka soon talk and reminiscence about five years ago.
Akasaka congratulates Ooishi for his years of service and gives his condolences, having known about Kumagai. Ooishi never wanted anyone else involved in the Hinamizawa case after the disaster, wanting to prevent them from meeting a similar fate as Kumagai. Akasaka says he wants to repay the favor he owes, and Ooishi realizes that maybe Akasaka's the man for the job. He asks if Akasaka can talk with him again later that night.
