Important Facts Concerning Magic (魔法についての重要事項) is an extra arc from Umineko When They Cry. It was first released as part of Shinsou Kaimei Dokuhon Episode 2 on June 19, 2008.
It was republished in Umineko no Naku Koro ni: The First and the Last Gift under the title Dear Witch Apprentice ~About Magic~ (親愛なる魔女見習いへ。〜魔法について〜) with an additional preface.

「よいか真里亞。
魔法とは感謝の気持ちの上に成り立っていることを、決して忘れてはならぬ。
妾のような邪悪の極とて、その気持ちを忘れてはならぬのだ。」
"Listen, Maria.
You must never forget, magic is founded upon gratitude.
Even for the peak of evil such as me, those feelings are always a must to remember."
「うー、感謝？」
"Uu, gratitude?"
「そうだ。魔法は、この世に幾多ある人以上の存在に 奇跡を懇願し、それを叶えてもらうことを指す。
魔女が魔法を行使するのではない。
魔女が、人以上の存在に奇跡の行使を祈るのだ。
……雨乞いを考えるのが良いか。
干ばつに苦しむ人々が、天に雨を懇願し、それが届いて雨が降る。
それは、天に祈りが届いたからであって、彼らが雨を降らしたことにはならぬということだ。」
"Correct. The pointer of magic is the act of appealing for a miracle to a being above many people in this world and having them grant the wish.
Witches aren't wielding magic.
Witches pray to wield miracles as a being above humans.
...Let's think about it like, praying for the rain.
People who suffered the drought appealed to heaven for the rain, and rain would fall once the prayer reached.
That's because the prayer reached heaven, and not because people made the rain happen."
「願いが届かなかったら、ベアトでも魔法は使えない…？」
"If the wish isn't met, magic is impossible even for someone like Beato...?"

今や、魔法の力は人目を忍ばねばならぬ。
人の前でその奇跡を示すことができぬ。
人間自身がそれを拒み、否定する分際で、妾を前にし、魔法の 奇跡を示して見せろと挑発する。
その力を奪ったのが人間自身でありながら、それを挑発されること が、何と言う屈辱か…！
だから妾が考えたのだ。
魔法を見せることが叶わなくとも、魔女であることを認めさせること は不可能ではないのだと。
魔法を示し、魔女であることを示せないならば。
魔法以外では成し遂げられず、魔女だと認めざるを得ないよう、 あらゆる”現象”を全て、否定しきれば良いのだ。
これは気の遠くなるような遠大な証明となるだろう。
これぞまさに、悪魔の証明の正攻法。
いや、妾に相応しく「魔女の証明」とでも言って見せればいいか。
時間は永遠にある。
人間どもが全て屈服するまで、妾はいくらでも繰り返そうぞ。
それこそが、妾が人間どもに課す永遠の拷問。 善きものたちを追放し、その奇跡を貶めた罪への罰。
As for now, the power of magic must be hidden from the public eye.
Our miracle can't be proven in front of people.
To deny and disprove it, humans themselves come to me and challenge me to demonstrate miracles with magic.
Humans are the very same ones that took away my power, and yet I have to endure their challenge, imagine how humiliated I'd be...!
So I came up with a thought.
That it is not impossible to be acknowledged as a witch, without delivering visible magic.
The pointer to magic might as well be the pointer to the existence of a witch.
To see if various "phenomena" unable to accomplished without a witch and impossible to deny as a witch's doings can be altogether rejected.
This will be my wildest and wildest proof.
This is none other than a direct assault by Devil's Proof.
No, how about call it "Witch's Proof" to befit me better?
Time is endless for me.
I shall repeat this how many times it takes, to have the likes of humans learn it down to their bone.
That shall be, my endless torture to impose on the likes of humans. To purge the righteous ones, to punish the sin that spited our miracle.
