City 23 (２３番市 23-Ban ichi), also known as District 23 in the manga, is the main setting of Rose Guns Days. They are a section of Tokyo, Japan under jurisdiction by the American army, who have established a General Headquarters there. City 23 borders City 22 and is where the nightclub Primavera is located.
